Considering the fact that marijuana is addictive, frequency of use will be difficult to control. If people are told the quantity to consume and the frequency that will pose no harm, they may agree, but over time they may not be able to maintain it, they will be over taken by the substance. So, yes, the priority of the population's health and safety be considered before legalization
