The Organisation

The National Centre for Clinical Research on Emerging Drugs (NCCRED) is a national research centre that seeks to embed research in clinical practice. It aims to support clinicians to detect and respond to new drug health problems by building clinical research capacity and rapidly translating findings into clinical practice. The Centre supports a national Prompt Response Network (PRN) which allows for rapid, flexible, and collaborative responses to emerging substances that may cause prevalent, persistent, and harmful health and community impacts. The PRN has been co-designed with the community to ensure a high level of community impact and relevance.

The Centre is made up of a consortium of the National Drug and Alcohol Research Centre (NDARC), acting as lead agency, St Vincent’s Health Australia (SVHA), National Drug Research Institute (NDRI) – Curtin University of Technology, and the National Centre for Education and Training on Addiction (NCETA) – Flinders University.

We are looking for an enthusiastic person who has experience of working with people with substance use problems and/or experience of working with complex mental health presentations in a community, inpatient, or forensic setting. • Act as field level focal points for the Synthetic Drug Strategy responsible for regular briefings to donor community and enhance direct reporting on impact. • Work hand in hand with policymakers to ensure adoption of national legislation that is supportive of effective comprehensive responses to the synthetic drug problem.
• Work with assigned countries in the respective region to identify tailored and measurable national action plans on synthetic drugs, guided by the framework of the UNODC Synthetic Drug Strategy.
• Produce semi annual situation analysis and implementation reports on related UNODC and other implicated agencies’ related activities in the region.

Postdoctoral Position in support of Research to Develop an Integrative Framework for Addressing Gambling Among College Athletes

The Center for Gambling Studies (CGS) at the Rutgers School of Social Work (SSW) is seeking a postdoctoral scholar interested in gaining further experience in gambling or behavioral addictions research. This position is funded by the New Brunswick Chancellor Strategic Initiatives Funding, and will report to and receive mentorship from Dr. Lia Nower, Distinguished Professor and Director of the CGS.

The CGS is a research, policy and training center located at Rutgers SSW, a well-funded school with a portfolio that exceeds 50 million dollars. Rutgers SSW, is ranked #16 among MSW programs in the nation, and is among the largest and most diverse social work programs in the United States, offering BASW, MSW, DSW, and Ph.D. degrees to over 2,000 diverse students across three campuses in Camden (Philadelphia metropolitan area), Newark (New York metropolitan area), and New Brunswick, the flagship campus.
The postdoc will join the team at the CGS and assist with all tasks associated with developing an integrative university framework to educate on, identify, and address gambling, problem gambling, and related disorders among student athletes. The scholar will contribute to and assist with all aspects of research, including conducting an environmental scan and needs assessments, running focus groups, developing online tutorials, overseeing the collection of data, planning and carrying out quantitative and qualitative analyses, presenting results at research conferences, and preparing manuscripts for publication. You will work within the Richmond Community Drug and Alcohol Service (R-CDAS) to case manage and key-work a defined caseload of clients presenting with any drug or alcohol problem within the Borough and be responsible for the assessment, planning, implementation and evaluation of clinical care through individual care-planning and in liaison with the multidisciplinary team.

This is a consortium partnership comprised of We Are With You, St Mungo's , CDARS and South London and Maudsley NHS Foundation Trust (SLaM) with SLaM being the lead agency in this model. This is a cross borough contract since 1st April 2020 with shared leadership and specialist roles as well as local core services.

We  provide an excellent and first class range of drug and alcohol treatment options to residents of Wandsworth and Richmond . Our services are busy and dynamic, with a strong recovery focus. We currently operate across several sites in the two boroughs  plus various satellites including in primary care.

The position we are recruiting for is currently situated within the Risks to Public Safety and Security unit, and the selected candidate will be reporting to the Head of the Risks to Public Safety and Security Unit. The job holder will be the senior technical expert in the competence centre established to support the network of forensic and toxicological laboratories active in investigations of drugs and drug-related harms. They will be responsible for leading the EMCDDA/EUDA actions that support and strengthen national and EU-level preparedness and responses to cross-border security and public health threats related to drugs, new psychoactive substances and precursors.
 

The successful applicant will be requested to perform the following main tasks and responsibilities:

• provide technical expertise related to the forensic analysis of drug-related samples, including bulk samples and body fluids;

• Provide substantive support to consultative and other meetings, conferences, etc., including by proposing agenda topics, identifying participants and preparing documents and presentations. 
• Undertake outreach activities; conduct capacity-building workshops and seminars, as required; make presentations on implementation and progress of the projects as well as other related topics/activities.
• Liaise on substantive and management issues with counterparts in UN and UNODC, both in Vienna and in the field, officials of other organizations and specialized agencies; follow up on the UNODC decisions, issues and documentation with their officials.
• Liaise with Permanent Missions in Vienna on issues related to UNODC’s presence and action in Latin America and the Caribbean region.
• Coordinate the timely drafting and submission of briefing notes, background papers and analytical outputs requested by UNODC’s senior management and related to UNODC’s presence and role in the countries covered.
• Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Organizing, coordinating the preparation of and drafting/consolidating the reports to the Constituencies and other legislative and technical bodies as well as their subsidiary bodies (CND, CCPCJ, ECOSOC, GA).
• Brief external stakeholders, including government, civil society organizations, UN agencies, and the public in general, on UNODC's mandate, work, policies and strategies as well as carry out relevant advocacy efforts.
• Carry out the review, monitoring and analysis of social, economic and political developments and trends in the assigned drugs and /or crime-related areas at the national and /or regional level in the assigned geographical area.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Perform other work related duties as may be assigned.

OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health development agendas and emergency/resilience programmes, and harmonized with the United Nations country teams.

DESCRIPTION OF DUTIES

1.  Oversee the smooth country implementation of WHO global and regional commitments on NCDs prevention and control, mental health and substance abuse according to WHO guidelines and tools.
2. Provide and mobilize technical advice to the government and national stakeholders for the design, implementation and evaluation of national health policies related to Noncommunicable Diseases (NCDs) prevention and control, mental health and substance abuse, guided by evidence-based policies and WHO guidelines and recommendations
3. Identify gaps and make recommendations for policy development, in particular those supporting the implementation of the provisions of the UN Political Declaration for NCDs, including mental health and the regional NCDs framework resolution.
4. Develop an aligned, service-delivery vision to strengthen public health and primary care services to better prevent and control noncommunicable diseases.
5. Identify needed external technical support and ensure proper and timely handling and monitoring of consultants’ briefings, agenda, and facilitation of the missions, evaluation and follow up on recommendations relevant to health system strengthening.
6. Participate and contribute to the implementation of a research agenda on NCDs and mental health.
7. Build capacities and coordinate workshops, seminars and meetings for all NCDs and mental health related programs at the national level and develop the required technical and training material on several topics.
8. Identify synergies and networking between the WHO country office, MoPH and other UN organizations, non-state actors, and international donors towards the implementation of NCD and MH transformation at the country-level.
9. Promote and establish new community outreach activities to facilitate the expansion of networks that advance and/or focus on prevention and control of NCD and MH programmatic work.
10. Proactively participate in resource mobilization activities by managing several grants and developing project proposals reflecting NCD and mental health priorities in the country, ensure the needed follow up in terms of fund raising, effort, timely implementation, monitoring, evaluation and donor reporting.
11. Improve and implement a monitoring and evaluation framework for NCD and MH, agreeable to all stakeholders, with standardized targets, linked to the Sustainable Development Goals (SDGs).
12. Support the establishment and improvement of surveillance systems and collection of data and evidence in the areas of NCD and mental health.
13. Prepare progress reports, briefings, proposals, communications and advocacy documents required for strategic decision-making. 
14. Prepare needed speeches, press releases, social media posts, donor visibility materials, and other documents for the several NCDs, nutrition, and mental health related events.
15. Represent WHO in designated forums and function as a technical focal point for NCD and MH programme areas.

OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and  Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional, and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centered, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights, and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary  health and community services that are effectively linked to hospitals, and mental health, public health, and social care services. To do so, CPS supports country efforts to facilitate access to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to  affordable medicines and technologies, and to promote the uptake and implementation of digital technology. 

The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives  of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii)setting norms and standards; (iv) articulating evidence-based policy options;(v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020-2025 - “United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens' expectations about health. 

WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavor; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. Mental health was prioritized in the European Programme of Work 2020-2025 as a flagship programme followed by launch of the Pan-European Mental Health Coalition in 2021 to mobilize national leaders, professionals, members of civil society, representatives of international organizations and experts for collaboration and mainstreaming  mental health in global agenda, integrating mental health into emergency response and recovery efforts, strengthening mental health systems and services as well as promotion of mental health across the life course. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

Within the context of the WHO Country Office, the incumbent will contribute to country programmes to scale up prevention and treatment of mental, neurological, substance use disorders and support the promotion of mental health with particular focus on affected population. 
Under the overall guidance of the WHO representative, the incumbent will:

Key duties

1. Contribute to the assessment of mental health and psychosocial support (MHPSS) needs, resources and capacities within the country and planning and implementing response to the needs identified.

2. Assist in planning, introducing, development, monitoring and evaluation of mental health services in both specialized and non-specialized settings.

3. Promote an inter-sectoral, multi-layered and coordinated approach in the area of MHPSS and promote “do no harm” principles.

Purpose:

To provide relevant and required input with respect to scientific and professional related issues to ensure that ISSUP can maintain a credible source of information and support both internally and in what ISSUP provides externally to its members and followers. This includes ensuring the demands of the funding body with respect to scientific related issues are undertaken as well as providing relevant and appropriate other contributions that meet with ISSUP’s overall objectives as an organisation.

The post involves working with the Communications Team to deliver on the necessary tasks related to the “scientific” input required from ISSUP towards the delivery of its grant outcomes. It will support the work of others in ISSUP who require input and support in the scientific/professional specialist aspects of their work. The ARBI service has an exciting opportunity for a band 3 Clinical support worker to join a small team to help support people who have diagnosis of alcohol dependency who are at risk of developing alcohol related brain injury.  This service was developed in NHS FV, in partnership with the Integrated Joint Boards and the Alcohol and Drug Partnership. The post holder will support the development and implementation of this service, working closely with partners in acute services including rehabilitation services and independent sectors as well as families and carers.  This post is area wide throughout Forth Valley.

The successful candidate must possess good interpersonal and communication skills. Relevant experience in caring and managing people with substance use issues. There is requirement to visit people at home and support integration into their local community.  Candidates must be self-motivated, enthusiastic, innovative and responsible for ensuring their ongoing professional development.  Participation in service development is essential.

Ability and willingness to travel throughout the area of service delivery is essential for this post.
